Colombo, March 15, 2026 — The Ministry of Energy has announced the launch of the National Fuel Pass – Fuel Quota Management System, introducing a QR Code–based fuel distribution mechanism across the country starting today.
According to the Ministry, fuel will only be issued to vehicles registered in the system, and motorists must present a valid QR code when refueling at fuel stations. The system will regulate fuel supply through weekly fuel quotas assigned to each vehicle category.
Online Registration Now Open
Vehicle owners are required to register online through the National Fuel Pass platform to obtain their unique QR code. Once registered, the QR code will be linked to the vehicle’s registration number and used to verify eligibility for fuel under the quota system.
The Ministry emphasized that fuel stations will not dispense fuel without a registered QR code, as the system will automatically track fuel allocations and usage.

Objective of the Fuel Quota System
Officials say the Fuel Quota Management System is designed to:
Ensure fair and transparent fuel distribution
Prevent misuse and hoarding of fuel
Improve fuel supply monitoring
Reduce long queues at filling stations
Each vehicle category will receive a pre-determined weekly fuel quota, which will be verified through the QR code scan at the fuel station.
How the System Works
Under the new system:
Vehicle owners register online for the National Fuel Pass.
The system generates a unique QR code linked to the vehicle.
At the fuel station, the QR code is scanned before issuing fuel.
The system verifies the remaining weekly quota before dispensing fuel.
Ministry Urges Immediate Registration
The Ministry of Energy has urged all vehicle owners to complete their online registration as soon as possible to avoid inconvenience when refueling.
Authorities also advised motorists to save or print their QR code and keep it readily available when visiting fuel stations.
The government says the system will help maintain an organized and accountable fuel distribution process nationwide, especially during periods of supply constraints.
