The old guard of the leftist parties of the country has called for the abolition of the Executive Presidency and the devolution of power via the full implementation of the 13th Amendment to the Constitution.
The United Leftist Front, a breakaway Party formed by former members of the Lanka Sama Samaja Party and the Communist Party of Sri Lanka, explained that the full implementation of the 13th Amendment would include Police and land powers being given to the Provinces. Secretary of the Party, Chairman of the former Public Representations Committee on Constitutional Reforms, Attorney-at-Law Lal Wijenayake said that when it came to the issue of the devolution of power, there was no necessity to go beyond the 13th Amendment.
He called for the establishment of a rights based Constitution. He added that the Party from the inception had been in favour of the abolition of the Executive Presidency and the devolution of power. “There must be provisions to safeguard the rights of the minorities. There must be equality.
There must be the sharing of power. The rights of the people must be protected,” he emphasized. Party member, Parliamentarian President’s Counsel Dr. Jayampathy Wickramaratne is also a member of the steering committee of the constitutional assembly
