The National Secretariat for Non-Governmental Organizations (NGOs) is presently drafting a proposal to be sent to the Department of Registrar of Companies, calling for all voluntary social services organizations with objectives concerning social services to be registered at the Secretariat first.
The National Secretariat for NGOs comes under the Ministry of Defence and the Department of Registrar of Companies comes under the Ministry of Industry and Commerce.
A source high up in the National Secretariat for NGOs said that currently such organizations initially registered with the Department of Registrar of Companies and even though they were afterwards ordered to register at the National Secretariat for NGOs, the companies had not done so.
For example, we did not know of the existence of a company called the Shalika Foundation, he added, explaining that the Department of Registrar of Companies obtained a fee for registering and in the registration process took factors such as the income into consideration.
This proposed move to solve the issues at present is planned at a ministerial level, he observed.
“There is a registration process for voluntary services organizations. They send in applications. Afterwards, clearance must be sought from the Chief of National Intelligence coming under the Ministry of Defence,” he said.
He added that if foreigners and foreign funds were involved, then clearance must be sought from the Ministry of Foreign Affairs. “Subsequent to obtaining the clearance or clearances, the National Secretariat for NGOs issues the registration certificates. Then, annually, their projects are monitored by the National Secretariat for NGOs,” he mentioned.
